Founding Edition

INTRODUCTION
The ETD Marketplace Governance Manual establishes the operating principles of the EmergencyTireDelivery.com Marketplace.
While the ETD Marketplace Charter defines the organization’s mission and guiding principles, this Manual explains how the marketplace is intended to operate in practice.
It provides a framework for participation, transparency, fairness, professionalism, and safety among all marketplace participants.
The Governance Manual may be updated periodically to reflect changes in technology, marketplace operations, legal requirements, and industry best practices while remaining consistent with the ETD Marketplace Charter.
ARTICLE I
The ETD Marketplace
EmergencyTireDelivery.com is a technology marketplace that helps connect motorists seeking replacement tires with independent marketplace participants who advertise products or services through the Platform.
The marketplace is designed to improve access to emergency tire solutions by facilitating the discovery of available replacement tires and related services.
ETD does not manufacture tires, operate tire shops, or employ the independent businesses that choose to participate in the marketplace unless expressly identified otherwise.
ARTICLE II
Marketplace Participants
The ETD Marketplace may include several categories of participants, including but not limited to:
Tire Buyers
Individuals or organizations searching for replacement tires or related services.
Emergency Tire Sellers
Independent businesses or individuals offering replacement tires for sale and, where applicable, delivery services.
Tire Shops
Retail tire businesses that advertise available inventory and related services.
Mobile Tire Installers

Commercial Tire Providers
Businesses specializing in medium-duty, heavy-duty, agricultural, industrial, or commercial tire services.

Marketplace Principles
ETD is guided by the following operating principles:
- Transparency
- Professionalism

- Customer Respect
- Provider Respect
- Safety Awareness
- Continuous Improvement
These principles help foster confidence among marketplace participants and contribute to a positive user experience.
ARTICLE IV
Provider Independence
Marketplace participants remain independent businesses or individuals.
Participation in the ETD Marketplace does not, by itself, create an employment relationship, partnership, joint venture, franchise, agency relationship, or exclusive business arrangement between ETD and any marketplace participant.
Each provider is responsible for operating its business in accordance with applicable laws, regulations, licenses, insurance requirements, and professional standards.
ARTICLE V
Safety and Roadside Operations
Many marketplace interactions occur near moving traffic or in other environments that require heightened attention to safety.
ETD strongly encourages marketplace participants to adopt safe roadside practices, including:
- Wearing high-visibility safety apparel.
- Using appropriate amber warning lights or strobe lighting where permitted by law.
- Positioning vehicles to maximize visibility.
- Remaining alert to surrounding traffic and roadway hazards.
- Exercising caution during nighttime operations and adverse weather conditions.
- Prioritizing personal safety over the completion of a service request.
ETD may publish additional educational materials, recommended practices, and safety resources to help promote a culture of roadside safety throughout the marketplace.
ARTICLE VI
Marketplace Integrity
To maintain confidence in the marketplace, ETD may implement processes intended to promote the accuracy and quality of listings, such as:
- Business profile verification.
- Listing moderation.
- Duplicate listing prevention.
- User feedback and reviews.
- Reporting tools for inaccurate or fraudulent listings.
- Periodic quality assurance reviews.
The availability of these features may vary as the platform evolves.
ARTICLE VII
Fair Marketplace Practices
ETD seeks to provide a fair and transparent marketplace.
The Platform may establish reasonable rules regarding listing quality, search functionality, participation standards, and other operational matters designed to improve the user experience.
Marketplace participants are encouraged to compete fairly and represent their products and services accurately.
ARTICLE VIII
Technology and Innovation
ETD is committed to continually improving the marketplace through technology.
This may include enhancements to search capabilities, inventory management, geographic matching, AI-assisted features, mobile experiences, accessibility, and other innovations intended to improve the experience for motorists and providers.
ARTICLE IX
Governance and Updates
This Governance Manual may be revised periodically to reflect improvements to the marketplace, changes in applicable law, evolving technology, and operational experience.
Substantive changes should continue to align with the mission, vision, and core principles established in the ETD Marketplace Charter.
Closing Statement
The ETD Marketplace is built on the belief that professionalism, transparency, safety, and cooperation create better outcomes for everyone involved.
By participating in the marketplace, providers and users contribute to a shared ecosystem focused on helping motorists locate replacement tires and return safely to the road.
